Minato for me. Itachi and Minato can beat each other in a few scenarios, I have them right next to each other in my top 10

Debatable are Minato and Sasuke ,

All the rest he takes even Kabuto and Nagato

So id say Nagato is the strongest he can take , with very high diff but he can pull it off, he has all the skills to do so.
