As mentioned no altered characters to be included including Madara + hashirama cells, and the sage paths.
Databook wise: Jiraia and Itachi are the strongest members.
Kishimoto has stated that in a fight between the two: Itachi would be declared the winner.
Overall there is no real data to support the older characters.
Hashirama was considered the god of shinobi. However Hiruzen was considered the strongest Hokage that ever lived.
Therefore Hiruzen in his prime would be a contender of top spot in the world of shinobi up until Itachi.
Overall is there another way to determine an order of the strongest aside from the data book?
Taking into consideration all the data available and including the interviews Kishimoto has had.
Itachi seems to be the overall greatest for the current timeline.
