Strongest Character in a 1on1? (No powerups, no Edo /Hashirama/Madara.

So whats ur vote? NO powerups / Stolen eyes /Itachi's eyes for Sasuke, Danzo's Sharingans etc, DNA transplants/Madara/Danzo/Kabuto etc, Edo tensei's, Hashirama, Madara/Bijuus.


I know i missed some people that have powerups but i think u get the idea, who is the strongest character based on own feats + own power? my final bet are Kisame, he are op as **** 1on1.

battle experience
Who is the best?

Both in their primes ( Only actual characters we have seen in their prime AKA NO HIRUZEN.
Any and all showings are acceptable

Well i think Tobirama could beat Minato maybe :

Both in their primes
Both have hiraishin, so that's a tie..
Minato's speed is higher that tobirama's obviously, so he has advantage there.
Tobirama possibly has edo tensei, while minato's very good in sealing techniques.
Tobirama's apparently quick to act, while minato doesn't waste a moment.
Tobirama has great proficiency in water techniques, minato has rasengan.
But minato also has space-time barriers, and toad summon.
If Minato have Kyuubi enhancement he will win no doubt.
Overall, going with minato 6/10.
So he might win who knows, The characters really lack showings..

It's obviously Kaguya. Not only is Chakra itself her own original power as well as the Dojutsus, the Bijuus etc.pp., if there is only one opponent she can't be sealed.
