Well yes, if it becomes a battle of stamina Tobirama outlasts, but battles between speedsters end so quickly & it depends on split seconds.
What leverage a few more markings can give Tobirama when Minato always spread his markings all over the battlefield? He has more escape routs/opportunities to attack.
When it comes to marking each other Minato should prevail in CQC due to better reaction/striking speed (yes Tobirama has better feats but there's nothing that indicates Minato can't replicate those exact feats if not better & DB hailed Minato for his speed & hyped him too much not Tobirama.)
Plus Minato has FTG Lvl 3 which can make an opening for him to finish the battle.

Pretty much this, Minato takes the win over Tobirama. Would be a quick and good fight. Minato takes it mid-diff.

If you bothered to actually read the OP you would understand. Try reading again. They are all alive at the same era. Ergo, one can not summon the likes of Madara and Hashirama, or other previous Kages. They are still alive. So the people Orochimaru/Tobirama can summon are fodders or maybe some half decent ninja. So SM Jiraiya destroys Orochimaru, even non-SM Jiraiya destroys him. And Minato reks Tobirama beacause of better FTG and he can summon all the toads from Mount Myōboku. So long Tobirama.

Nothing regarding that was mentioned in the OP. Something so subtle and unnoticeable and not even bolded, not even said directly. You're the one to blame.

No, read the entire post. Everything that can be learned (like SM and opening chakra gates) or is a natural progression of your own body are allowed (like Doujutsu, kekkei genkai). Thats not cheating or stolen/given power. Thats simply learning and mastering skills.

Base for an Uchiha is them without the Sharingan activated, no Byakugan for Hyuugas, no gates (you have to open the gates, they are not normally open which means it's not base), no SM, not in seal (you have to save up chakra which means it's not something in base), ect... Jutsus that enhance you is different since its actual ninjutsu such as A's lightning armor or Tsunade's/Sakura's CES. This would put Hashirama as number 1 since his base is on a level beyond those who weren't born in his time and he can use Bijuus 2-9 in his prime.

Obviously I did, you said strongest Base character and I told you what base means here. That's like saying base Goku is SS1-SS3 because it's genetic and what you train to awaken but no, base is Goku in his natural state. Same thing here, base is your natural state so if you don't mean base then change the post so it's doesn't say base and list what you don't include but then it would be bias. Uchiha's aren't born with the Sharingan, they have to awake it. Hyuugas are born with the Byakugan but still have to activate it which means it's not their base; same for SM, Gates, and CM.

Naruto's genetic (Uzumaki) and training allows him to use Kurama's power so including other powerups makes it bias. Not everyone can be a host, if you're not compatible then you die like Bee's cousin have. Hagoromo passed on powers that can use the Bijuus; eyes that can control them and body that can contain them. Just because you're a Jinchuuriki doesn't mean you can use their power as far as we know Kushina didn't and neither did Rin; though who trained to use the Bijuus power can use them. Bijuus are pieces of the Juubi/God Tree; Sharingan/Rinnegan/Chakra all came from it yet you choose to count Sharingans but not Bijuus.
