Strongest 3rd Generation Kage?

Which Kage of the 3rd generation of the five ninja villages is/was the strongest? You can assume they were in their prime. Plz do not just say that it was the 3rd Hokage because it was stated in manga. Options:

3rd Raikage: The man with the strongest sword and shield. Almost nothing could get past his Lightning armour. Held off an army of 10000 ninjas for 3 days!

3rd Hokage: Hiruzen Sarutobi, known as 'The Professor', was longest ruling Hokage. Even in his old age, he spoiled Oro's plans of destruction of Leaf, although he had to sacrifice himself.

3rd Kazekage: The man with the Iron Sand kekkei genkai. He was said to be the strongest Kazekage in the History of sand. Enough said.

3rd Tsuchikage: Onoki is the only Kage of his generation still reigning. His Dust Release techniques are truly fearsome, along with his mastery of Earth Style.

thats a tough choice, mainly because we havnt seen much of hiruzen or any of the kazekage, but ill say onoki, in his prime he was definitely a beast

3rd raikage was a beast too, just saying. he took on 10000 guys. Even the 2nd hokage was pinned by only 20.
