Well only a few have gone to that level: Nagato, Naruto, Obito, Orochimaru, Hashirama, and Madara.


No others have gone to a level where I'd consider them "above" Kage, to be "above" Kage then you have to be able to solo all 5 of them and only those few can do it.

It is odd because the rank of Kage has seen people of different power. I mean compare Hashirama to Tsunade ._.

Kage belongs to the strongest ninja in the village at that time of them being elected Kage.

This would actually make alot of sense. If they did stay joined together, I could see them giving this Ultimate Kage rank to Naruto.
