strong world canon?

So you are arguing that Strong World is not cannon because Shiki is on the level of Garp and Sengoku and you believe Luffy would have lost to him if they fought again. That is what I'm getting.
First, Shiki was not at his strongest when he was on Garp and Sengoku's level when he fought Luffy. 20 years had passed since that fight. He was much older. He also did not have his legs and had an effing steering wheel stuck in his head. This put his level way below what he was.
Second, there was so much plot letting Luffy have that victory. If you had taken away any of the things that help Luffy win, he would have lost. What were these things? They were up in the air. Shiki owned them when he was on the ground. He had a huge advantage because of that. When they were up int he air, he didn't have an advantage. What can he make float up in the air? more air? Also, the duck. The duck helped him fight up in the air which gave Luffy this advantage. The duck also happen to be immune to electric attacks so so the lightning didn't hurt Billy. Then the storm that gave Luffy an attack boost. Then Shiki being shocked about the attack and not moving out of the way, which he could have done otherwise.
With all of that PIS and Shiki being much weaker then when he fought Garp, it put him at the loss. This is why Luffy won. If they had fought on the ground again pre time skip, Shiki would own him. Now it's up to debate if post time skip Luffy can beat him, but pre time skip would not.
