Oda never, ever said that about Usopp. What he did say was that no matter who joins, Usopp will be the weakest.

Oda said Usopp has always been & always will be the weakest. He is the only normal human among the SHs in order to represents us the readers, if we were in OP with our natural abilities.

Yes he did. To describe just how much the SHs grew, Oda said Post-Skip Usopp is as strong as preskip Zoro(Sabody).

Just to get a visual on the gaps, no idea what the numbers mean. That's with portrayal and feats accounted for.
