Strength of Rasengan or Chidori(change in chakra shape tech)!!!

Suddenly this thought came into my mind that what does the strength of these techs(rasengan, chidori) depend upon. Does it depend upon the chakra levels of the user
OR
Are the rasengans/chidori used by different members equal in strength/power.

Because we have seen Minato, Naruto, Jiraiya and Konohamaru use the rasengan with equal effect(almost destroying the enemy). Same the case with Lightning cutter used by Kakashi and Sasuke.
Please keep in note that I am asking about comparing the mini rasengan, not the big ball rasengan sometimes used by naruto in the shippuden series.

kakashi's raiki is different from sasuke's chidori
we haven't seen difference between them as the both of them always are used on human body

I think for the most part the technique is the same, requiring the same amount of chakra for each use, then the amount of chakra a ninja has determines how many times they can use it. This is pretty much stated when Kakashi is teaching Chidori to Sasuke and he tells him he has a limit due to his chakra. They can also make it stronger or weaker, using more or less chakra, as seen with the different shapes and sizes of Naruto's Rasengan

1 requires shape manipulation, and the other is nature type manipulation, they use their techs to equal effect because its their signature move and they spend most of their time perfecting it (eg naruto's giant rasengan and sasuke's chidori current)

Hmm. I'll explain it the best I can..

Rasengan depends on the amount of chakra that someone can spin and rotate in unison and then retaining it. So it all depends on the ability of chakra control/shape manipulation of the user. That jutsu is epitome on shape manipulation

Chidori on the other hand does not require as much shape manipulation as rasengan..although it does require that the user be profficient enough in that area to create an unstable surge type of form, later adding lightning element


The only. Reason these 2 can cancel each other out is due to the fact the one has the highest amount of shape manipulation with no element while the other has so-so shape manipulation with an added element

Its like this...

Rasengan
Shape manipulation=4 points
Chakra Nature manipulation = 0

Chidori
Shape Manipulation =2 points
Chakra Nature Manipulation = 2 points


Both overall = 4 points. Get me??
