It's hard to put a tag on what qualifies as saddest.

Usopp, Franky, Luffy and Zoro lost people very close to them but that is something a lot of people go through.

Sanji, Chopper, Nami and Brook suffered more mental torture. And Sanji just received a double whammy.

Law and Robin had it the hardest in my opinion, mass genocide of everyone you once knew, total outcast, no help.
