Enel is currently on the moon(one of them atleast. OP world may have 6) and has an army of automata servants. We know there are space bandits(which supports the 6 moons theory) and that Enel got to the moon in the first place with his ark 'Maxim'. There is also carved paintings of the original inhabitants of the moon, who left the moon using freaking balloons when they ran out of resources to sustain life.
How the hell can Enel even breath on the moon?
On the paint carvings on the moon, you can see the original inhabitants of the moon who were birkans, skypians and shandians. Enel is of birkan lineage. His wins were ripped off at birth and he replaced them with that circle drum thing on his back.
How is Enel living on the moon with little to no resources?
The automatas can go up and down from the moon whenever they want using freaking balloons. Most likely, they scavenge food for Enel. Please note that the automatas are very light and can simply apply a little weight to help them float down. Humans are too heavy to float up.
My point with everything I've said so far is this: Enel being on the moon proves that space travel and regular flying ships is possible and the SHs and the Gorosei will go to the moon as well.
Now I know this might have spouted a lot of questions in your mind but please bear with me here.
How is someone like Enel contempt with living in an evacuated place like the moon?
He's not. Atleast right now he isn't contempt. Enel spent so much time on the moon in the first place because it was different than Skypia and the Blue Sea. After some time, he began to realize that the moon isn't good enough to befit a god like himself. The weather is always the same, the automatas all look and act the same and the moon itself never changes. There is really no flare or nothing interesting about the moon other the kingdom beneath the moon;s surface. What point is a god with nothing good to rule over? Since the original habitants abonded the moon due to ow resources, Enel will simply bring the resoruces back. Where will he get new resources? The Blue Sea.
What resources is Enel after exactly?
The main resource Enel is after is technology, which was a specialty of the original moon people. Using his new and improved arc the Maxim(upgraded with the remaining techno resources of the moon), will return to the blue sea to go on a techno hunt and his main "treasures" will be Dr. Vegapunk and Cyborg Franky.
Why would Enel go after Vegapunk and Franky?
Because Enel is a Tenryubitto. An INTELLIGENT one at that.

Enel's Return
Enel, with his automatas, will eventually attack a world government base that contains Dr. Vegapunk working on newly upgraded pacifistas. Before he can even do anything however, he'll have to get past Vegapunk's bodyguard Sentomaru and the Pacifistas behind him. Enel will use his lightning to deactivate the Pacifistas and Sentomaru will be overwhelmed and beaten by Enel and the automatas. Upon reaching Vegapunk, the automatas will turn on Enel as Vegapunk looks a lot like their old master Dr. Tsukumi. Enel will simply deactivate the automatas and proceed to take Vegapunk and his new army of upgraded Pacifistas. The Gorosei will make Enel's capture top priority because they recognize the automatas from the moon and feared the worst. Enel, using his CoO may overhear the SHs, and come down to kidnap Franky, giving him 2 people who can make anything using technology. While on the Maxim, Franky and Vegapunk will learn its blueprints and will try to sabotage the airship, which will come into play later. The WG or specifically Admiral Kizaru, will arrive on the Maxim and fight Enel. Their clash will destroy the Maxim little by little, and the SHs will arrive and save Franky(but not without taking many parts from the Maxim). Enel will be beaten by Kizaru and his ark will come crashing down onto the ground, leaving him stranded in the blue sea. After his defeat, Enel will be brought to the Gorosei and they will offer him a place back in Marejoies which he will accept. Franky will tell the other SHs(specifically Robin) about what he heard about the moon from Enel.
Aftermath
Franky will make the Thousand Sunny capable of flight and everything will be set for their journey to the moon. Luffy of course just wants to go on an adventure, but the journey is of VITAL importance to Robin. The carvings there are a key part to Robin discovering the truth of the Void Century. On the other hand, Vegapunk is successful in amking an airship for the Gorosei. One of the Gorosei will board the Maxim with one objective in mind: to destroy every trace of the old population via blowing up the moon or atleast a good chunk of it. Whether the SH and that Gorosei fight or not is entirely up to your imagination, but the bottom line is that the SHs will be long gone with the fabrics of history before any part of the moon is destroyed.
