Jimbei caught Gear 2nd Luffy out of the air charging at him twice, so it's not a fluke. Jimbei is fast. And post timeskip Jimbei showed his karate hurts Luffy. Jimbei also stopped a magma punch for a second so he already demonstrated a level of CoA pre skip.
