Description: The will clap his hands and slam them on the ground, creating a large pool of water that gushes upwards lifting the opponent into the air. After firing the enemy into the air, pool of water shoots numerous water bullets at the (now airborne) enemy while the user does the Bird → Dog → Snake → Rat hand seals which forms the water in the pool into a water dragon which attacks the target, grabbing it and forcefully bringing it crashing into the ground. Tobirama Senju does this technique with his own specific hand seals, similar to how he does some other water techniques.

...for this technique, gather your water chakra and release it into the ground molding into a pool of water that gushes an opponent into the air and then fires water bullets to send it even higher into the air...then perform the four needed hand seals to mold the water pool into a dragon that shoots up after the opponent biting him and bringing him crashing back down to the ground.

i mold my chakra beneath my opponent creating a pool that i manipulate to gush upwards lunching the opponent into the air and then launchign a few water bullets at it while i form the needed handseals manipulating the pool into a a dragon that shoots upwards grabbing the opponent and slimming it into the ground

Also does this jutsu count as two mvoes and can you use two moves to counter it within the timeframe.

its all one jutsu...it just has two stages...you could begin your counter as it blasts you into the air

to counter as the water launches me up into the air i take a verticle position my head facing down and ly legs in the air alligned with my body i form two handseal releasing apwoerful compressed ball of wind that launches straight down ripping through any water bullet coming my way and hitting the pool of water pushing it aside and ending the opponents chakra control over that pool for the time being\(Fūton: Shinkū Taigyoku) – Wind Release: Vacuum Great Sphere

After doing the Tiger hand seal, the user will quickly exhale a very thin stream of pressurized water that will be able to cut even rock. The most noteworthy feature of the technique is how fast the stream is and how sharp it can be. By moving his head, the user can alter the jet's cutting path, creating longer cuts or affecting bigger targets.
