Yes. I find the really sad thing here is that you doubt the mugiwaras that much. EOS Usopp is the PK's Sniper a brave warrior of the sea. 8000 thousand followers. The King of snipers. The best sniper In the grand line. The world. Just cause he is the weakest doesnt mean he is weak.

Yes. Lightning spam + Certian kill spam would end Lucci.

He is a sniper, distance is his ally. Speed from the distance at Ennies lobby (when luffy got gears) luffy wouldnt be able to reach him. Multiply that by two and luffy is down.

Luffy got defeat by an Admiral in Marineford, Usopp said refering to admirals that there are enemies that Luffy can't beat by now, so yeah, they knew they needed to get stronger to beat the admirals
