Who do you feel should have the highest bounties within the Straw Hats based on the WG's guidelines in OP. I think when we look at it this way it changes the board a little. Now usually people would say Luffy,Zoro,Sanji,Robin,Franky,Brook,Usopp,Nami,Chopper for the most part right with some maybe switching sanji/zoro or Nami/Usopp? I don't think that really represents the criteria set by the WG when declaring bounties though do you?
Sanji is admittedly low on the WG's radar now and he pretty much missed everything in DR that would get him notice(though he did get a new picture) So I would argue despite his skill and strengths he would be one of the bottom 3 in bounties based on WG threat above Chopper and below Nami(maybe above that could be argued either way)
Then I would say it's Franky,Zoro,Brook. I would place Zoro higher than Brook because he takes down the bigger opponent every time the Straw Hat's make a story plus he has more time with them which = crazier exploits which = bigger notoriety. Though an argument could be made for Brook over Zoro since he was able to reach a 33 mil bounty in the time when Roger lived and WB was in his prime, the fact we know little to nothing of what the Rumbar Pirates did though make it impossible to say how big of a threat they were. Franky would obviously be higher than these two in threat to the WG being the apprentice of Tom the shipwright of Roger, last known owner of the plans for Pluton and has built a ship for a notorious pirate out of a near indestructible tree.
The highest then would obviously be Luffy,Robin,Usopp. Luffy's pretty clear, Robin can read and has read many of the poneglyphs, she's an Ohara survivor, (not sure if they know this now or not but) linked up with the Rev. Army, Is one of the only people(I think only one known) who can shed light on all their secrets. Usopp and his invoovlement in freeing the people of Dressrosa and bringing to light all of the secrets and crimes Doffy has done to Dressrosa and the bounty Doffy placed on him also would be a big reason the WG would see him as a big threat. If one of their shichibukai thinks you are that serious of a threa it weighs on their mind, then when it's one of the stronger ones it weighs even more. He shot down a WG flag. An argument could be made for Franky over Usopp with the knowledge and skill to build Pluton though.
