Strategy: Using intelligence to manipulate many factors together to achieve a long term goal. (Example: Your plan to win a chess match would be strategy)
Tactics: The ability to use intelligence to achieve an objective (Usually short term and involving one individual). (Example: If your king is in check and you find a way to get him out of check, that is a tactic.)
If you only have strategy, nothing will be accomplished. If you only have tactics, there is chaos. Both are necessary.
In the Naruto Universe who uses strategy and who uses tactics?
Shikamaru, obviously, is the best strategist. He can think ahead and utilize many ninja and their environments simultaneously to achieve his goals. He is not as good at tactics. He is good compared to most others, but when it comes to quick thinking and short term immediate needs, his intelligence is less useful.
Kakashi is a master Tactician. He doesn't plan in advance and generally fights alone, but he reacts and adapts quickly and always comes up with a good plan to win.
Obito is a strategist. The plan to use the white zetsus to infiltrate the alliance in order to force them to send out Naruto was an amazing strategy. I would say however that tactics are not his strong suit. He can use tactics like in his fight with Konan, but with stronger opponents like Naruto and Kakashi, he acts rashly and relies on the tailed beasts power more than tactics.
Kabuto is a tactician. He doesn't always think ahead, but in the moment he always can think of the best way to defeat his opponent.
Sasuke: Sasuke is not a master strategist, however he has been known to plan his fights out from the beginning and manipulate many factors (like when he fought Itachi, he used strategy from the beginning, luring Itachi outside with fire and tricking him into using fire ninjutsu to implement Kirin.) He is better however at tactics, which is his greatest weapon, like with Deidara and Danzo.
Naruto is not at all a strategist. He really only knows how to use his own abilities and cannot think ahead very well. He is however a very good tactician. When in trouble, he can think on his feet to come up with a good plan to win, like with Pain and 3rd Raikage.
