It's ebisu special event once you've done 50 mini mission you'll get to unlock 1 elite shinobi and I bet my money on Toneri as a character roster as well as unlocking the Last Naruto the Movie storymode

Nope due to the game mechanics its not possible due to the leader switch feature meaning they are playable characters

Prolly cause we never really saw Hagoromo fight

But for Kin and Gin yea they shud be in the game

Hopefully those slots are covered by free DLC characters including kin and gin

Remember, CC2 accideently releases the game so early , plus i see some gamer on twitch got corrupted data which obviously tells you that they havn't done the game and I betcha they gonna put patch update
