Boruto, Sarada, and Hokage Cloak Kakashi will never be available again if you don't preorder. Not even on the online stores. The Last Naruto, Sasuke, Hinata, and Sakura will be unlockable in-game (not as dlc) but will be unlocked from the start if you preorder. All this info is on the site.

Boruto, Sarada and the Hokage Kakashi costume is Pre order only.

You can get the characters from The Last without Pre ordering the game but you don't get them right at the start you have to unlock them.
