Why would they implement KOTE to his move-set when he uses Wind and Water in his pre-updated move-set?

If you look closely at that poster where I highlighted the area under his sleeve, he has that kote device.

My guess is that they don't want to make preorder version to be a complete cop out so they make another another boruto exclusive as dlc.
