Bandai Namco said all of the character slots will be filled. So we'll get more characters in the future, and most likely Toneri. I am also hoping we can download Boruto and Sarada, and other villains from Naruto movies later on. For now I just know all those slots will be filled. It's the last Storm game, so I think we'll most likely get Toneri.
