I can safely say that Madara will be in Storm 3, and im willing to bet my money on Naruto vs Tobi being in the game (probably the final boss fight of the game) and if thats the case the game will most likely end with Tobi's reveal and Madara joining him (end of current chapter), or a little after it. Its safe to assume the Naruto vs Tobi fight will be in it because the game still has about 6 months or so and the anime will most likely catch up to the fight, or at least begin it and if you remember back for storm 2 they included the pain arc when it had just began in the anime too so who knows.
