Why not just give it to the 2nd gaara :| not the shinobi alliance but the kazekage gaara, i mean he had the beast before and after he was kazekage, why waste space putting pts back in just to have the one tails as an awakening.

Because it's not accurate. Gaara during the kage summit was nt a jinchuriki....period. Putting the shukaku inside of him is a plot inconsistency.
