We should consider that their level of their power cannot be only based on the powerful techniques they knew to cast, but also to the SITUATION/CONDITION OF BATTLE or PLOT

Sasuke is still < the others mention on the first post but I doubt on Hiruzen>Sasuke.
But also I think Former Raikage (A's old man) > Sasuke
