Yeah, said Nagato would be so OP no one would be able to lay a hand on him. That's most likely why Kishi never let Nagato play like that. While he was alive he was crippled and when he got Edo'ed besides cripple he had no bodies nor prep time to make them.
But summing up all we know we can assume that it would be possible, hence why making threads about healthy Nagato vs "insertranomcharacternamehere" is usually stupid.
