Jiraiya, Minato, Naruto and Kabuto can use Sage Mode by learning, which Sasuke hasn’t bothered to do.

If you read everything you see that Sasuke controlled Jugo Senjutsu chakra with no trouble at all. Orochimaru hasn’t shown to have control of Jugo chakra on himself.

Orochimaru tried to learn Sage Mode but failed, still better than to never have tried to learn.
