Kabuto still has Uzumaki , Juugo, Sound 4, and Suigetsu DNA... nothing points to the contrary.

This gives him the ability to use DSM still, he learned how to control nature energy and has a bit chakra pool.

And if he regains DNA, he can still use Edo Tensei

The only thing that changed was probably his snake jutsu and the amount of Edos he can control/effectively control.
