No matter what he had to be a jin in the CE. The bijuu inside wasnt banned either.

The device was explicitly stated to be banned and Boruto used it anyway.

Naruto had to train with Jiraiya to learn how to harness kurama chakra with the chance of kurama taking over him.

Boruto didnt have to train to use the hand device nor was thier any life threatening repercussions for using it.
