Nardo's development was due to Sasuke.

Sasuke would of been captured or worse that day if Naruto didn't knock some sense into him.

Re-read chapters 46-50.

Re-read chapters 174-176.

Sasuke acknowledged Naruto as a rival, but knowing a flunky like him was closing the gap in power, combined with his main goal propelled him to get stronger (even if it was by any means) and fall into the arms of Orochimaru

Yeah, the Part 1 days were my favorite. The Chuunin Exams arc and Sasuke Retrieval just had so much character development, it actually seemed like a good manga back then.
