1.How is Raiton chakra created...?Raiton chakra is created by by increasing the high frequency vibrations of our chakra......hense creting energy in the form of electricity
2.What does raiton usually do to a target when it hits, (besides killing)..?
The electricity paralyzes the target so that they are unable to move and leave's them open for an upcomming attack.
3.What element is lightning jutsu strong against?
raiton chakra is naturally strong against an Doton chakra, you didnt ask, but it is also weak against fuuton chakra
4.What element does lightning have a relation with?I think that the chakra that would have the best relation with raiton is Suiton chakra since water conducts electricity.......
