Ok first of all Tobirama is the SECOND most important Hokage the leaf ever had.. ok. NO OTHER HOKAGE has done anything Tobirama did.. Tobirama basically invented the whole "Current" shinobi system.. lol. Yet you put people like Sarutobi and Minato in front of him?? and Tsunade also??. And also Tobirama took on 20 members of the Ginkaku and Kinkaku group.
Second, if hes not fit for the role of Kage then Minato, Sarutobi, Tsunade aren't either ^.^

Where the big brothers were slightly stronger and its due to this that made them leaders of their respective clan, believe just like how madara and hashirama had a rivarly, izuna and tobirama mightve also had a rivalry between them. Second in command of the strongest clan feared as the clan with a thousand arms/techniques "made up of shinobi's with expertise in nin,tai and gen";

By hype he belongs in an exclusive group of ninja's who specialise in all 3 forms of ninja art. Its no surprise that his student, Sarutobi who was trained both by him and hashirama has a 5/5 for all 3 forms of ninja art, but also his brother hashirama was a genjutsu user aswell.
His s/t was noted to be very good by minato and i wouldnt be surprised if his technique is a variation of minato's ftg. They share similar limitations in the fact that both depend on something to teleport but also both can track an opponent by placing their hands on the ground.
Being a descendant of the younger son, his stamina must've rivalled others in the DB with 5/5. Abel to produce vast quantities of water in a place with no water.
He is also a well known edo tensei user going by the kin/gin bro's reaction by also mu's;
