My guess is that the binding/ seal changes. Kabuto said that he advanced Edo tensei compared to Orochimaru's version, yet the only thing that really changed (except for the number) is the binding that is placed in there head.

Oro used a version that allowed him to control people against their will - essentially wiping out their personality. Kabuto on the other hand allowed them to retain some of there characteristics and therefore show some ingenuity, whilst still remaining under his control.

IMO Tobirama's version likely had none of these. Instead the jutsu was probably used to resurrect fallen comrades, i.e. people that would willingly fight for Tobirama. I think that Orochimaru mastered the technique in a sense by inventing a seal that allowed him to control people against their will.

Destroy? It's almost impossible to kill Tsunade because of her byakugou, so Tobirama would at least have hard time beating her.

Aiding in the creation of the Leaf during the age of war is not an easy feat; it's a major accomplishment.

Creating the Edo, which is arguably one of the greatest techniques in the discernible Narutoverse, is an exceptionable accomplishment. Moreover, it is "causing endless problems" because it's a great technique in which 2 major antagonists- Kabuto and Orochimaru- used to wage total war on Konoha and the entire ninja world. Pretty major, huh?

Also, Kishimoto has not provided enough information about Tobirama to make such an assertion. Therefore, the clear answer to "Is Tobirama the weakest hokage" should mirror choice D on a multiple choice test- "not enough information."

What is this? tobi has ST- the thing that makes minato and tobi so op....he has edo tensei - it makes kabuto op.... he is a water master....kisame ... without the massive chakra...if anything he is the most underrated kage and deserves better than that he was just a victim of kishi's trolling

While the original post does have a ton of useful information, I just don't think we have enough about Tobirama specifically to make assumptions. We saw Hashi and Tobirama while being summoned by Orochimaru together, but thats it for Tobirama. Hashi's story and past has been hashed out a bit more and has been given good hype because he plays a big part in the current story line (his DNA).
