Hitler believed in a racially pure Germany. He believed Germans (or the Germanic Tribes) were of a superior caliber to other races and that it was their right to manifest over them.
I profess no superiority - only a strict observation of a specific cultural trend. Indian Blacks are much less likely to end up in the "Ghetto" and become indoctrinated into the culture. More recent African migrants, also, are less likely to end up in these "ghettos" - likely because they left Africa to get away from that nonsense and see little virtue in welcoming it back into their lives.

There are two reasons. First - the Police were allowed and encouraged to do their job.

It is not entirely the fault of the blacks. There are vipers who speak from podiums who tell people that the world is hopeless without some legal champion to legislate them into equality (or some message of the sort).

Go to Europe ant tell everyone there they are of the same race and culture.
Statistically speaking, "Whites" commit fewer crimes per capita (per individual) than ethnic groups like Blacks and Latinos. On the other hand - we are far more rowdy than ethnic groups like the Chinese and Japanese and commit statistically more crimes per-capita than they do (if I remember the statistics, correctly).
Getting into specific sub-demographics is more difficult - IE - comparing Germans against Irish, Polish, French, etc - but even there, I can attest from my own personal observations that you are more likely to find those of Irish descent (but who have been in the nation for a very long time - IE, long before the Potato Famine) in trailer parks or "red neck" regions.
Why? Because they were the first slaves in America and that damage to their culture has carried over and in many cases they never quite recovered from it. They weren't as easy of a group to identify. In many ways, some of the racism Blacks were exposed to in America served as a prompt - a challenge to overcome that their Irish counterparts never truly felt (if many of them even understood they were from Ireland - many of them probably not).
