^ Well, Sasuke kept up with Bee just fine - without his Sharingan at first. He was also badly injured during his fight with Bee, so that affected him as well. Bee actually created the opening by deflecting Sasuke's Kusanagi Blade - it's imbued with Raiton - with his own Raiton Blade. That deflected Sasuke's sword back and he was left with nothing to guard himself with, which resulted in the stabs. But even in that very very short span of time before Bee could actually makes those Stabs, Sasuke ran Raiton through his own body to protect his vitals - that was an incredible feat on Sasuke's part. He displayed both immense Speed and Reaction Rate, when Bee himself is a beast in these two departments.
I wanted to clarify these points anyway. That's why I believe Sasuke is on par with Bee in Kenjutsu.
