Super 17 was at the strength of an experienced Super Saiyan 4, with the ability to absorb energy. That was it.
Even considering the massive power gap between Super Saiyan 4 and Super Saiyan 3, a Super Saiyan 4 can't flick a Super Saiyan 3 and render him immobile. That is what Bills could do, not even trying. Super Saiyan God Goku is 75% or more of Bills fighting power. He decimates Super Saiyan 4 Goku, it'd take someone such as SSj4 Gogeta to really make it a fight.
That being said, Super 17 isn't strong enough to contend in combat, nor will his energy absorbing trick going to do much when Goku can just fly circles around him and hit his blind spot.
It's a stomp.
