I don't know honestly. I'd also give this to Neji most likely, but only in scenario 1. In scenario 2, Gaara wins without a doubt.​

scenario 1 has no restrictions,thus ichini kills neji,scenario 2 gaara wins

Gaara wins scenario 1 mid diff, but loses scenario 2 with mid diff.

In scenario 1 he has the ichibi which can overwhelm Neji and eventaully outlast him since neji would be on the defensive the entire time.

Besides that, in scenario 2 with ichibi restricted, Nejis main concern is the sand defense, but since this is part 2 nejis speed, which is slightly faster than part 1 Lees speed, vs gaaras sand speed in part 1 then it shouldnt be too much of a problem. Neji could easily evade the sand and use his gentle fist to effectively nullify his sand armor. Any major hits after that will just cause Gaara to further lose control of his sand and put the fight more in nejis favor.
