Note the seal - specifically, the emblem.

Kaguya's heart has been sealed.

There are few ways to interpret the inclusion of Hagoromo.

Kaguya was, obviously, enraged by the reference. Either she has a grudge to settle, or ... given Hagoromo's posture, it could be interpreted to be a command or suggestion.

Let us also examine Kaguya's behavior. "All Chakra is mine."

One would suspect that Hagoromo and Homura would never have made it to early childhood with a mother of that mentality. Something changed - radically, and abruptly.

As if... some part of her was ... sealed.

Exactly how it was sealed is not clear. I doubt it is going to be as simple as the seal Madara used (which shows signs of having origins with the Sage of Six Paths) - not meant to 'control' the heart so much as to simply deny access to it.

"But why would he do this?"

Kaguya was never supposed to stay behind. She was never supposed to love the earth or to care to end all of the Earth's problems. She was supposed to eat the fruit and leave - like dozens of others before her had.

So if it was her love and concern that was holding her back - why not seal that part of her away?

But, as most things Hagoromo sticks his nose into, that backfired - thus we saw the birth of the Demon.

So where is Kaguya's heart? I have another thread on that one - and a complicated set of steps has been taken to remove the various seals placed upon it, already depicted in panels for us to see.

Edit... well - I'm dumb and forgot to add a title, and it does not appear to be a simple affair to add one.

I think she hated the fact her children were born with chakra. She wanted to be the only chakra user. Idk, that's the impression i got

I have a theory that she is no longer the original Kaguya...the one who wanted to stop war and was worshiped as rabbit goddess. Maybe after her kids grew up, she was overwhelmed by the chakra she stole and became an Avatar of Shinju's conscious. It would explain why she seems to have shifted in personality from what Hagoromo said and why she was bent on obtaining all Chakra...which was also Juubi's goal(Maybe the Juubi the Sage brothers fought was actually their mothers hijacked body in a bijuu mode)

You have to first understand that Hagoromo is evil.

He is the Sage of the Outer Path - one who attained enlightenment only to use that enlightenment in a self-interested way. It defines precisely who he his.

A Sage is said to be "natural."

Naruto's immediate response to the man? That he's an alien.

A Sage is supposed to be able to communicate naturally with people. Half of the chapter where he meets the sage is just trying to establish communication.

A Sage is not supposed to linger after his work is done. Naruto and Sasuke meeting the Sage of Six Paths blows a hole right through that one. Then he gives them power? Even those who embrace the Outer Path Doctrine caution against such interventions.

It's clear that the Sage is the same as his mother - he can't let go. He is suffering because he can't allow his mother to suffer (who is suffering because she can't stand to see people suffer... and/or is not a whole person) - and that is what this all becomes about - the need to be able to let go - to allow other people to be free to experience life - even if that means they suffer.

But it will probably be a few more chapters before they delve into that.
