he needs to release the bugs into the person. He won't have enough time to touch any of these guys AND release the bug from himself to crawl into the person. Lee, neji, and even sakura would only give him split second touches at a time. he won't engage bone crushing sakura in close combat. Choji is a likely defeat for him, but choji usually uses human boulder so he won't have transfer time.

Those bugs live both inside his body and he can scatter them on the battlefield.... Remember Chunin exam fight..?? So it's not just that he has to touch them to just transfer those bugs.... They can already be on his opponent's body if wisely scattered on the battlefield.... =D =D
