Sasuke never thought that Naruto would've become that strong, and he's surprised by his development, maybe a little jealous. Though I doubt that you're right that Sasuke won't be getting power-up because of plot lol..

If Sasuke is mature enough then he will react as Naruto when Naruto knew about Gaara becoming Kazekage. Naruto clenched fists too, but just after that he expressed his happiness and then he started working hard for the sake of his own dreams.
