I dont think kaguya was the threat in the first place. Why would kaguya want to built an army, when she is most powerful being ever. Think about it. Unless there was bigger threat to her. He said a ninja created the white zetsu not kaguya. How do we know this ninja is working with kaguya. So like sasuke mentions there is someone more badass than kaguya. If there is, this manga is on a whole different level.
