IMO that is part of it but also black zetsu was used to form the staff. Maybe since black zetsu is essentially manifested madara theres some form of connection between him and the original. I just think its weird that Obito made black zetsu into the staff.

I think Madara is in a mixture of shock and Maybe paralyzed of some sort? I mean why would he just stand there unless obito is doing something to him.
