At first I thought he was talking about SM powers but then I realized that he had sensed Sasuke and his power and knew that Sasuke is weak compared to his own might or the one's he's used to facing, Hashirama, Obito, Tobirama etc

And he sure did own Sasuke is seconds.

And then "I can feel it...your Mangekyo... is straight comma"

I think Madara's just discovered that Sasuke has the "Eternal Mangekyo" and not "Regular Mangekyo"

And base Maddy has pretty good sensing abilities it seems, pinpointing Naruto, Sai and Hashi

I believe Madara was referring to SM, not Sasuke. Although....he has Hashiramas DNA, and well he is Madara. He has knowledge about almost everything.
