I believe the Uchiha massacre could've been avoided if it weren't for Danzou's meddling (please don't trip if my spellings off). Let's take a look at some factors,
1. The 3rd was a very kind, peaceful, intelligent, yet powerful person. I believe had the Elder's and Danzou had his back, then Hiruzen would've been able to reach some resolve with the Uchiha's or at least stalled for ample time.
2. Sasuke's parents were more understanding and patient to there son's situation and would've been more susceptible to reason. This in itself would've carried much weight seeing as how Itachi and Sasuke's Dad was the cheif of police and his opinion's were valued among their clansmen.
3. Tensions between the leaf and Uchiha were boiling yes, but the final straws weren't pressuring until Itachi became involved with Anbu and ultimately, Danzou (who in my opinion is the root of initial conflict in this case). The Uchiha only became extremely irritable when they felt they were underscope and felt like they were being infiltrated. Most of the rebellion talk came about when Itachi became distant of them, showing more allaiance toward Konoha (more of Danzou's brainwashing) and not reporting the village outlooks to them.
4. Although I know I'm probably forgetting some key points, I'll end this essay with Shisui's death. Once again, if Danzou hadn't attacked Shisui and stole his eye, relations might've been considerably better. Remember when the squad came to Itachi's all suspicious and pissed off at his recent behavior, that was Danzou's fault. Feeding more fuel to the flame and furthering Itachi's brainwashing against his clan, by introducing personal confrontation.
