How come Pell wasn't on the boat in the last page? I thought he survived that bomb, seems weird he wouldn't be with Vivi or was that supposed to be him walking up the steps behind her. I thought that was her father but maybe it was supposed to be Pell.

It's possible you can see Pell as the one the background going up the stairs and seems to be donning the same hair dress Pell always does and even if it isn't him, I doubt you should be thinking too much about this yet as it's only one panel and we can't expect to have in each panel every time every character. You can't see Igaram either after all.

True but Chaka and Pell are essentially Vivi's bodyguards or protector or whatever you wanna call them, the odds he's not there and still alive are very small.

Noted Pell is dead off screen after surviving a nuclear bomb, or he is just 5 meters behind her.

It's vivi she's not in danger of getting sniped in the head in her own country, no reason for Pell and Chaka to be on her lip 24/7. We've seen her do groceries without them too.

Pell was confirmed to be alive in the story not too long ago (following the chronology of the story itself, not the release of the chapters) and he was getting his measurements taken for a new outfit for the Reverie. There really is no reason for Oda let him be killed off screen for no reason.

Was it confirmed? I couldn't remember if that was just general fan consensus or something shown. I thought he was alive then I didn't see him it made me wonder if it was just fan thoughts that he survived but wasn't sure.

I'm glad you posted that pic because it made me realize something. That Gedatsu guy has a very similar hair style to Raizou and he's wearing a belt that looks like the Japanese flag which also happens to be the theme of Wano. We never learned how the Birkans got to that sky island it's still possible all citizens of sky islands are descendants of people from a country in the sea(Wano) which might explain why Enel has taiko drums on his back with Tomo(sp?) on them both of which are Japanese and associated with the samurai era
