Perhaps each Tomoe works like a bullet for a gun. When he uses his ability he loses one tomoe that will regenerate later.

Its possible the jutsu are reducing his tomoe but that would either mean kishi is finally giving naruto superiority over sasuke or sasuke was better than naruto so he is taking away tomoe to just let him have the rinne to balance them out. Or none of that at all, more so just mistakes.

Madara technically only ever showed susano with his ms so its not like he only ever showed susano while having the rinne but its more like he only had susano. He never showed tsukoyami or amaterasu. Also he was able to use tengai shinsei and some of his fire jutsu while having the rinne but its not proven what dojutsu the meteors stem from.

I believe he is combining The limbo Hengoku technique which is comming from his Rinengan powers with Space time manipulation technique comming from his Sharingan powers. While Rinnegan is pernament and allow him to spam Limbo Hengoku then Sharingan powers allowing him to freeze time/ move through dimenssions/ disorst space can not be spammed as each use cost him taking away 3 tomoe... which gives him 3 shots of using time manipulation then he has to wait for respawn of the tomoes to use it again.

i'd guess that sasuke can use 3 tomoe, MS / Rinnegan / tomoe rinnegan at will... for different abilities...

Well not entire gun, as he would still use all the Rinnegan abilities + past sharingan abilties(switching to sharingan).

He would be only unable to use Space Time manipulation until tomoes regenerate/respawn
