I was under the impression it was somewhat similar to Izanami, while maintaining some aspects of the Tsukuyomi. I can not really grasp the meaning of the jutsu seeing as the scans are mostly out of order and the Japanese has not been translated yet.

It's most likely a more in-depth version of what Madara did to the bijuu when he wrecked them. Except Sasuke is using his Sharingan in conjunction with the ability. So it appears as though he's predicting the future.
