This is possible but seeing how Tobirama was more on the racist side, it seems like he would rather clean a hippo with his tongue than revive Izuna. The only practical reason I can see why he created ET is to revive Hashirama. Him and his brother share a bond like no other. Tobirama doesn't appear to be the 'necromancing' type and would only use such jutsu in a dire situation.

No because this was before the battle between Madara and Hashi at the Valley of the End. And we all know that at the Valley of the End, Hashi won and returned to the village telling everyone that he had killed Madara. This is not how Hashirama dies.

What if Hashi killed himself then Tobirama created Edo and brings back Hashi, and at the Valley of the End Hashi is an Edo, and that's why he defeats Madara,

AND that;s why when Madara was Edoed he said so this is the Edo Tensei..
