Ok, so I'm at Episode 24. Amane Misa was given a piece of the death note, allowing her to see Rem, however, she never gained her memories back related to the Death Note.
On the other hand, once Light touched the Death Note, he gained all his memories.

Why did Light remember everything after touching the Death Note, whereas Misa didn't?

She did regane her memory's back but she is stupid and forget the important things unlike light yagami.

You said it yourself, Misa just touched a piece of the notebook, that's only enough to see the shinigami. Light instead got a hold of the whole notebook, however if Light hadn't killed the owner(Higuchi) while holding the notebook, he would have lost his memories again.

When Rem touched Misa with a torn piece of paper, Misa didn't regain her memories, however Rem was able to convince her that Light is KIRA and all that's happening is part of his plan. Later Misa went to the forest where the Death Note was buried and that's when she really regained her memories.

Yeah well that is what I meant. She didn't regain her memories in that restroom (or bathroom whatever it was don't remember) but later on by touching the notebook as a whole
