The difference is how they used it. Boruto neglected his training and solely relied on the device. This hindered his progress, Naruto only used it to absorb jutsu, just like preta path.

Naruto only "absorbed" jutsu, he said that he can reuse the jutsu he absorbed like the Ootsutsukis.

I don't see any reasonable justification for using a similar device, regardless of whether it was meant to counter the Ootsutsuki or not.

I find it interesting that Naruto would forgo the benefits of the Hashi arm (chakra, potential Mouton) over the ability to absorb jutsu. If the enemy finds a way to hack/disable the device, and Naruto becomes too reliant on incorporating it into his fighting style, he could find himself without the ability to weave signs (ie Shadow clones) should the device be disabled.

He learned 1 handed seals before he got his original replacement arm.
