Top right pannel, we see Naruto, Sasuke, Juubito in flames, Tobirama behind him... Who the heck is the guy with a bunch of bijuu bombs around him?? Right next to sasuke's head? Minato?? Dang. Naruto couldn't even make one of those bijuu bombs in KCM while he faught the edo raikage

It's Minato.

He was teleported to Obito's position, and the TBB balls didn't teleport along with Obito. You can see it more closely on the previous page, at the bottom-right panel.

That's Minato, but the Biju Bombs weren't fast enough to teleport with Jubito.

That's Minato. The orbs are around him because they haven't detected that Jubito teleported yet?
