The dude is beastly not sure hes even going all out hes possibly immune to visual and sound genjutsu he senses things like a normal plant no eyes no ears. He has all five elements a hundred hand bhuuda and possibly fodder white zetsus at his disposal most likely has all smaller scale mokuton and more hiruzen managed to get in the top 15 but barely what he did was impressive but not top ten there are others still stronger.

No kisame would get STOMPED zetsu can steal chakra too! Not only that but he prolly uses senjutsu if he can summon the goddess plus hed raiton the hell out of kisame.
